My email message sent today to Mayor Hobbs

Mayor Hobbs....why is this job not being advertised on the city of Thunder Bay's website or on line at the Chronicle Journal/ in their actual newspaper as city jobs normally are.??? This is not right in my opinion.!!!

Duties: Under the general supervision of the Manager – Energy & Support Services, undertakes research and policy development with respect to Corporate energy efficiency initiatives, energy conservation management plans, utility bill monitoring and verification, and grant management and education related to efficient and effective use of energy. Serves as the Municipal Energy Conservation Officer (MECO).
1. Undertakes research and policy development in areas of energy, including best practices, policy options, and strategies to improve performance within the Corporation.
2. Develops, co-ordinates, verifies, forecasts, benchmarks, and monitors financial budgets for utilities along with energy and environmental savings activities of the Section.
3. Prepares energy conservation plans for all Corporate buildings; annually monitors and reports, as required.
4. Administers the Department’s energy management information system; analyses and reports on information related to Corporate energy use.
5. Administers the grant application process related to energy efficiencies and conservation initiatives; monitors application status and progress, and prepares final reports, as required.
6. Develops, plans, and coordinates public and internal energy outreach programs as the Corporation’s MECO.
7. Participates in the hiring, training, and evaluation of the division's staff, and recommends disciplinary measures.
8. Ensures confidentiality of sensitive and labour relations material used within the division.
9. Performs such other related duties as may be assigned.
Qualifications: Education/Experience:
- Degree or diploma in engineering or environmental technology;
- Minimum three years’ related practical experience in the energy/utilities sector; or
- Equivalent combination of education and experience
- Previous experience with energy/utility billing and/or accounting, energy systems, or commodity procurement
Skills/Abilities:
- Must have the demonstrated ability to manage time effectively and to work independently under time constraints and changing deadlines
- Demonstrated skill in communication, both written and oral is essential
- Must possess superior analytical, multi-tasking, organizational, customer service and teamwork skills
- Must be proficient in the use of word processing, spreadsheet and presentation software
- Must be competent within the meaning of the Occupational Health and Safety Act
CONDITIONS OF EMPLOYMENT:
- Must have a valid driver’s licence
- The use of a vehicle may be required
- Must undergo a successful police records check, Type 1
- Successful completion of a Thunder Bay Police Building Clearance Search.
