Good morning Mr. Hannam, thank your for your thought/comments.


If in fact that it is not common place or procedure or protocol for any one person to make "2" deputation's on the same evening...then I should have been made aware and or informed of that....which I was not, nor have I or did I as of yesterday ever received in my mail any official letter of confirmation from your office with regards to the granting of my individual deputation requests, as I clearly stated before I even began to present my first of what I believed would be 2 individual deputation's. I can readily provide a witness who receives all of my mail to confirm this to you in writing if you deem it necessary.


With regards to the letter being hand delivered to my residence, you will have to discuss that with Ms. R. Evans....that was her offer/idea not mine, which can be easily confirmed/verified if you speak with Tina Laroque.

Behavior was not in any way threatening , I was more than puzzled as well most frustrated in learning at the eleventh hour that this all came to be because of you and your previous lack of properly informing myself of my not being able to present my deputation's as I had initially requested....you sir left it up to Tina to advise me of this....it was you who placed her in this to use your own words...."most un-settling situation".....when in my honest opinion it should have been you who could have called for a very brief halt to the meeting in order to fully explain to myself, all of city council, city administration and members from the public and media what was actually happening....you for what ever reason choose not to do that....yet I have seen you before on many occasions do exactly what it is I just described, it is common place in the past city council meetings, why did you not exercise the authority that you indeed have to briefly pause and explain/address the issues at hand last evening. Please offer up your explanation if you kindly will. Do you not think as of now....that I should have been consulted and or advised of your decision prior to my starting my deputation.???

I refuse to be held accountable in any way shape or form for you so to speak on your dropping the ball on this one, you and you alone own that Mr. Hannam.


In closing, I must pass comment on your overall performance last evening with dealing with this situation....it was most Un-professional and bordered on total incompetence and lack of respect towards myself and all present in council chambers. I do as well hope that when you get around to scheduling me for my return visit to present my 2nd deputation, that I can fully expect that the mayor will not have any prior engagements or vacation time booked, as it is my request to have him there in person during the full 10 minutes of which I will be allotted to make my presentation.


Please advise me of that next scheduled date when you have the time to do so and please note this reply is requesting of you and those copied a read request.

Mr. Gamble; In reply to your comments about receipt/or not of a letter from
my office about your deputation, I would point out that an acknowledgement
of your deputation request was sent to you on October 26th, I cannot speak
to as to why you have not received it. And I would advise you, with some
emphasis, that a letter will not be hand delivered to you under any
circumstance.

As to your deputation last night it is not our practice to have a deputant
be granted a second 'time slot' simply because they have more than one
subject matter they wish to address. Should you wish to request another
deputation I would ask that submit your request in writing, outlining the
purpose of the deputation in accordance with the procedures of Council, and
my office will respond as those procedures require. A copy of the
deputation procedures are attached for your reference. (See attached file:

I must also comment that your behaviour in the public gallery following
your deputation bordered on rudeness; your manner with Ms. Larocque was
unsettling for her, and almost threatening. Such behaviour is not
tolerated, either in Council Chambers or in our offices; I would urge you
conduct yourself in a businesslike manner in the future. I am certainly
thankful that Ms. Evans was able to assist Ms. Larocque, but that should
not have been necessary.
